Author Circumcision's own Matins/Lauds/Vespers hymn

Closes the last content gap flagged when Circumcision was added: its
rubric borrows Christmas Day's propers wholesale, but Christmas Day
itself has no hymn authored anywhere in vu yet. Lauds reuses the
already-verified Christmas Octave Sunday text (byte-identical in the
source); Vespers/Matins use the Monastic "Christe Redemptor omnium",
a genuinely separate hymn from the secular "Jesu, Redemptor omnium",
with a fresh draft English translation since none exists in the
reference engine for that variant.
