Add 2esdr (Nehemiah), correcting a prior mis-diagnosis

Nehemiah was wrongly bundled in with ezra's "ambiguous, not acted on"
reasoning and left unseeded. It actually has a real, unambiguous
citation in the Missa (Ember Wednesday of September's Lectio/Communio,
Neh 8:1-10) that a prior pass never checked. R. from v.3, V. from v.9,
both from that accented Missa Lectio.

The entry above's "Nehemiah: no citation anywhere at all" was wrong — Nehemiah had been bundled in
with `ezra`'s "one thin, ambiguous near-miss" reasoning without ever getting its own Missa check, the
same check that had already found and closed `bar` a few entries earlier. It has a real, unambiguous
citation: Ember Wednesday of September's own Lectio and Communio both quote Neh 8
(`missa/Latin/Tempora/093-3.txt`, `!Neh 8:1-10` / `!Neh 8:10`), genuine accented Latin, matching
English in the sibling `English/Tempora/093-3.txt`.
User-directed: R. from v.3 ("Et legit in eo apérte in platéa... et aures omnis pópuli erant eréctæ
ad librum" — Esdras reading the law plainly, all ears attentive), V. from v.9 ("Dies sanctificátus
est Dómino, Deo nostro: nolíte lugére et nolíte flere" — user's pick, offered against v.6's "Amen,
Amen" and v.10's "Ite, comédite pínguia," for the contrast between the plain reading and the
proclaimed holy day of no mourning). Both Latin lines taken verbatim from the same accented Missa
Lectio; English from the project's own verified `src/data/scripture/2esdr-8.yml`, not retranslated.
Keyed `2esdr:` in the pool (not `neh:`) since that's what `BOOK_ALIASES` maps `neh` to.
