Merge the two Known-simplifications sections into one, near the top

The priority-list stub pointed at a separate list of the same name near
the end of the file; consolidated into one concise section under item 3
and tightened the wording. Renamed the now-emptied end-of-file heading
to "Recently closed items" to accurately describe the done entries still
parked there.
