Correct TODO.md: bible-plan content has no reference breviary to verify against

The user's own reading plan isn't sourced from a historical breviary, so
"not yet spot-verified against a reference" wasn't a real gap for this
content, unlike sanctoral/temporal data. Also confirms Jn 17 on Sunday
after Ascension as a deliberate, remembered exception.
