Add Common-of-a-Dedication Vespers psalmody category
Genuinely its own scheme (votive=C8) -- unlike every other Common,
Vespers' numbers (109/110/111/147) don't match any other category's
pattern. Lauds' own version is left unauthored: its OT canticle
("Canticum Ieremiae") has never been transcribed anywhere in this app,
so that file isn't written rather than guessed at (see TODO.md).
