Author Common-of-a-Confessor Matins hymn ("Iste Confessor")

Fixes the ferial-hymn fallback for St. Louis and 82 other confessor
saints across all 5 confessor common ids, using the pre-Urban VIII
(Monastic-track "sacrátus") textual variant with a fresh English
translation rather than the reference engine's mismatched reused one.
