Document Vespers' ferial Preces and per-feast office overrides in TODO.md

Records what shipped in the previous two commits, plus the known gaps
(5 hymns with a seasonally-variable doxology not modeled, same class
as the Paschaltide alleluia suffix elsewhere in this file).
