Note Prime's generous ferial-Preces gating as a future-fix TODO

Record that showing the ferial Preces on every ferial day (rather than
only Advent/Lent/vigils/Ember, per the historical rubric) is a
deliberate, currently-unaddressed backlog item, not an oversight.
