Close the Matins per-book responsory pool: rom is the last book

Composed rom from Rom 13:11-12 ("the night is past, the day is at
hand... let us cast off the works of darkness, and put on the armour
of light") -- the standing year-round ferial Lauds Capitulum, also
used at Advent I's own Capitulum. Genuine accented Vulgate/
Douay-Rheims text, never historically assembled into its own Matins
responsory, same approach as deut. User-confirmed before adding.

64 of 72 bible-plan books now seeded -- every book actually used in
the bible-plan has a real responsory, whether transcribed (62) or
composed from genuine already-liturgical text (deut, rom). The
remaining 8 have no citation anywhere in the source at all; there's
nothing further to check.

npm test (2029 passed) and tsc --noEmit pass; live-verified through
getBiblePlanReadings. Canonical-key audit re-run, clean.
