Record the Confessor Matins psalmody categories in TODO.md

Documents the Francis of Paola / Basil the Great live-verification,
the identical-apart-from-versicles finding, the Duplex+ saints checked
for proper-antiphon eligibility, and the M1617-kalendar wrinkle found
along the way (a SanctiM file existing doesn't mean the saint is
actually on the Monastic Tridentinum 1617 calendar).

+Two more Common categories authored, following the same live-verify-a-saint-with-no-proper-
